The issue seems to go away sometimes when I completely shut down the Xbox or restart it many times (one time is usually not enough) till the issue is not happening again but the issue comes back very often when turning the Xbox on from Instant-On mode. This issue was not there with Xbox One X and the same external drive still works fine on Xbox One X. Since attaching my USB Storage (Seagate 8TB) from Xbox One X to Xbox Series X I have issues with it that it disconnects every some minutes and sometimes even after seconds.
